I think from ages 14 till 18 you shouldn’t be allowed to read books. This has 2 advantages, namely:

1. You can spend more time underage drinking and/or smoking, a valuable social bonding experience for any teenager

2. This will successfully destroy a large part of the Young Adult genre.
